yes. their is a biological reason behind it! actually when you rub the nails of your fingers the are highly charged. and also trhe nerves present in the fingers also get activated and warm and these vibrations are sent thoughout your body that are highly affective for your hair.

acutually in homeo they say rubbing nails is good for hairs u better ask any known person about it. I heard this from one of my friend even asked a senior dr. he says its good for hair. (I think this is some kind of acupuncture treatment)

no it will not grow your hair. Thats silly. Hair grows from the root under the skin and it is only good vitamins and a healthy lifestyle that will aid faster growing hair.
